Is Libya a safety risk?
Yes, there are risks here and there in Libya, so you need to know what you're doing and how to do it. True experts have been organizing off-road trips (again) since August 2024. The Ministry of Foreign Affairs website can be adequate, but perhaps also hyper-cautious at times, or perhaps outdated? It contains information about militias, banditry, violence, and mines. The Dutch and, for example, the American government advise against the entire country as a travel destination. I'm not offering travel advice, but I'll tell you what's happening in terms of off-road travel.
My Approved Partner has been there 10 times since August 2024 and hasn't experienced any safety issues. My Partner collaborates with the army, police, and security services and always has a security officer in the convoy with a satellite phone to stay up-to-date on safety issues en route. If necessary, the route can be changed at any time (which has never been necessary).
As a travel organization, officially I advise against traveling to Libya. As a human being, I believe in everyone's autonomy, ownership, and freedom to make their own decisions. I suggest you to make your own decisions.

But this is not normal sand, here we are talking about immense, spectacular, imposing and sometimes seemingly insurmountable dunes.
